My uncle is an NYPD officer but he lives in New Jersey(where the 15 round limit exist). But i remembered Going to the range with him and he was shooting glock 17 with 17 round magazine(his duty firearm is a glock 19)
Privately owned firearms are subject to the laws of New Jersey, regardless of who owns them.
The 17 round mag is illegal in New Jersey, and the fact that the owner is a police officer does not make it legal.
