The focus of this bulletin is to disseminate information to management level personnel in law enforcement agencies throughout the country.  One of the mandates the FBI works under is to be a resource to all law enforcement agencies in the country and this is but one way they meet that mandate.  This bulletin covers a wide variety of topics currently faced in law enforcement.  Many of those topics are recurring but may have updates that change the way police officers do their job.  The FBI Law Enforcement Bulletin is can be obtained online through http://www.fbi.gov/publications/leb/leb.htm at no cost as well as via hardcopy mailed to your agency.  If you subscribe for a hardcopy, the annual rate is $53.

One area this is evident is with regard to constitutional law and the various interpretations that affect how law enforcement interacts with the community.  In the May, 2010 bulletin, there is an article that discusses Fifth Amendment protections as it relates to custodial situations.  There is an article in the October, 2009 bulletin that reviewed nine Supreme Court decisions from the 2008-2009 session that affects law enforcement.  Each of these cases affected and/or changed the way law enforcement interact with members of the community, mostly that part of the community which are arrested by the police.  Interpretations to the Fourth Amendment (Search and Seizure), Sixth Amendment (Right to Counsel), Title VII of the Civil Rights Act of 1964, and various federal rules of criminal procedure all called for modifications for law enforcement operations and redefined the parameters in which an officer on the street can operate....
