Ok i have a keltec su16ca... which would be considered a featureless rifle. no pistol grip, folding stock, flash hider etc... it accepts AR/M16 mags... can i legally use 30 round AR mags in it in CA?...

Current CA law allows you to possess high cap mags provided you owned them before 1/1/2000. DO NOT import them into the state- that is against the law. If you already own one, you can take it out and shoot with it anytime you like.
If you have a pre ban high capacity magazine, and it breaks, are you allowed to repair it? If you have a pre ban high capacity magazine and you need to replace the spring and/or follower, are you allowed to replace them? I don't live in California...
Many gun owners in Kalifornia have hi-cap magazines. As long as we can reasonably claim that we have had them in our possession since 1999 there is no problem. It would be tough to do for a gun that did not exist then, such as a PMR 30. I do not know anyone that has been arrested

Fought over the hunter-farmer issue. It got the most press, and worked best as a talking point, but there were also the issues of badly written, vague regulations, the high cost, the ineffectiveness at solving crime, the dubious value for protecting police and battered wives, the high error rate in the registry and alleged corruption of the people running it. You’re trying to make the entire debate about the talking point. It was always bigger than that.
McParland: The point now is: the farmers got what they wanted. Why can Canadians still buy firearms that are clearly intended for uses that have nothing to do with getting rid of gophers or stalking deer? If there’s no legitimate everyday use, why allow them. (And your point about it “was always bigger than that” is exactly what anti-registry people claimed, that’s it’s just gun nuts wanting their guns).
Gurney: A lot more than just firearms owners objected to the registry, so writing it off as just gun nuts is a non-starter. There just aren’t that many of us (though, obviously, the gun owners were the loudest voices). And you’re mistaken if you think it’s easy to divide a firearm with a “legitimate purpose” from one without — what separates a bad gun from a good one? Range of ammunition? Capacity of magazine? Caliber? Convince me.

Although this revelation has led some politicians and others to wonder why such exports are legal, these exports might well have been illegal. The magazines in question would clearly have been Category I(h) items on the United States Munitions List and would have required a State Department license unless one of the export exemptions in the International Traffic in Arms Regulations was applicable. The only one arguably applicable would be the one found in section 123.17(a) which permits unlicensed exports of certain parts and components, including magazines, of “semi-automatic firearms to caliber .50 inclusive” provided the value does not exceed $100 wholesale in any transaction.
Because of the dollar limitation, the export of these magazines, if done in one transaction, would not have been eligible for the exemption and would have required a license, something that likely was not obtained given the relatively low cost of the transaction....
