” That was the 18 October 2011 Al-Barka, Basilan incident, where Moro Islamic Liberation Front (MILF) rebels killed 19 Armed Forces of the Philippines (AFP) soldiers, has reached the relatively high plane of discussion about “failed states.” Sen. Miriam Defensor-Santiago has said that the nation risked “flirting with the status of a failed state” if the MILF is allowed to abuse the so-called “area of temporary stay” (ATS). Sen. Panfilo Lacson traced the ATS to an agreement signed in Indonesia between the government and the MILF during the Ramos administration, while Sen. Antonio Trillanes says it was the Arroyo administration which gave this concession. Sen. Francis Escudero warned that the agreement on the ATS – which he says refers to safe havens for the MILF – could lead to another accord like the failed Memorandum of Agreement on Ancestral Domain (MOA-AD) in 2008. Sen. Gregorio Honasan says that “While this [ATS] issue is probably best left to constitutionalists and lawyers, there remains the question of why we would allow rebels to carve out a piece of our national patrimony.” Stated otherwise, does it constitute a diminution of the nation’s sovereignty?

The recent flooding in Thailand submerged four million acres, leaving 400+ dead and 9 million affected. Now, as floodwaters start to recede in some areas, the government and affected communities battle enormous short- and long-term challenges to recover their economy, livelihoods, and basic infrastructure. In response, The Asia Foundation’s partner organization, Give2Asia, launched a Thailand Relief Fund to help aid recovery. Read more .
Over the past 90 days, the peace process between the Philippine government and the Moro Islamic Liberation Front (MILF) has been through the best of times and the worst of times. At the beginning of August, President Noynoy Aquino met MILF Chairman Murad; a couple of weeks later the MILF peace panel “rejected” a government draft presented to them in Kuala Lumpur; subsequent to that, the Malaysian Facilitator undertook shuttle diplomacy to arrange another meeting early in November. In the meantime, a breakaway MILF leader was expelled from the MILF; there was fighting in Western Mindanao; and considerable controversy over government casualties suffered in that conflict. This second set of occurrences demonstrates how important progress in the peace process can be, so that events do not spiral out of control as they did in 2008 when hundreds of thousands were displaced in the wake of violence following the MOA-AD debacle....
Walking To The Cemetery on Halloween - Living In The Philippines
I have lived in the Philippines long enough to have been present during four Halloween seasons and so far I still have not been able to make it to an All Souls Day event. Jessie is not real fond of cemeteries to say the least. I wanted to go last night and she didn’t. So off I went alone. I was hoping to see a little Filipino style Halloween in the Philippines.

There was not much going on at the little cemetery near our home in Bogo City though. I noticed one family gathering for a long stay at the family plot. They had a lot of food and they were very quiet. Other than that, I didn’t get much of an All Soul’s indoctrination. This is the traditional custom among many Filipinos for All Soul’s day. I probably should have waited another day as November the 1st is the biggest day of this remembrance. I’ll try again next year but I may need to find a different cemetery. There were many vendors setup across from the cemetery though so I was not the only one looking for some Filipino observing All Saint’s Day in the Philippines.
