How to deal with the western debt mountain

That is why a G20 declaration during the Nov. 3 and 4 summit meeting in Cannes to establish such debt brakes in national constitutions is critical. The establishment of such a measure would certainly stabilize the long-term expectations of governments’ fiscal path in financial markets.

At its most basic level, a debt brake will force Western governments (including the United States, whose debt level will soon enough dominate international headlines again) to stop relying on “hope” as a core tool of public finance. In the far more optimistic 1970s, when the Western world had a feelingabout itself as the emerging markets do today, Western governments still had reason to hope that they would grow fast enough to offset their rapidly rising levels of debt. Those hopes are gone, quite independent of the current economic calamity.

To be sure, an immediate imposition of the debt brake would be neither wise nor desirable, given current economic conditions. But the time is certainly right for agreeing on the launch at a fixed date in the not-too-distant future. In Germany, for example, the debt brake, approved by parliament in 2010, will take force in 2016.

For the first time after many years the people will give an opinion as to the course of this country.  This initiative was not taken in a vacuum. The option of a referendum is both public knowledge, but was also discussed a number of times.

It is a basic pre-electoral principle, a basic position that both I and the party hold and when the Lisbon Treaty was submitted to Parliament for ratification it was on the agenda of the Cabinet and Parliament as a possible option.

It is a supreme democratic process provided for in our Constitution, and many democratic countries in the world and Europe have used it to enable their peoples to express themselves and to decide democratically....

Cannes Plays Host To An Economic Crisis | KOSU Radio

The setting for this year’s G-20 summit meeting is the Riviera Convention Center that hosts the Cannes Film Festival. President Obama will be walking the red carpet, but it’s the European leaders who are stars of this show.

The Europeans are facing pressure to erect a financial “firewall” that will prevent the debt problems now plaguing Greece from spreading to the rest of the Continent and beyond.

“The crisis in the eurozone has a direct effect on the American economy,” said White House spokesman Jay Carney. “It is why it’s so important that Europeans implement the important decisions that they made last week.”

Financial markets cheered last week’s sneak preview of the European rescue plan, even if some critics found the storyline far-fetched. But in a last-minute plot twist, Greece asked for a rewrite, with a call for a referendum.

Jacob Kirkegaard of the Peterson Institute for International Economics says no one knows how this big-budget drama will end.
