Ukraine and the European Union have agreed to set a zero duty on textile and ready-made garments from the moment an agreement on free trade zone between the sides takes effect, without any transition periods, the Ukrainian government's commissioner for European integration, Valeriy Piatnytsky, said in an interview with the "Mirror Weekly. Ukraine" newspaper, which was published on Saturday.
He said that many goods imported with duties have transition periods to allow a gradual reduction of duties – from three to five years (maximum seven).
"There are only two exceptions. Special regimes were left for cars (group 8703, cars for transporting passengers) and from ready-made garments and textiles – the second-hand group. For the latter we agreed on the gradual reduction of the duty to a zero in five years, but a system of entry prices will apply. It must be admitted that here we adopted the experience the EU used for vegetables and fruits," he added.

【Abstract】 In the background of multilateral trade system and regional economic integration, the dominant tariffs, import and export quotas, licenses and other non-tariff measures are constantly reduced. Technical regulations, technical standards, conformity assessment procedures and sanitary and phytosanitary measures and technical barriers to trade mainly have been improving fast. Particularly in Europe, America and other developed countries use their technical and economic advantages of setting technical barriers to trade. This has become an important factor to affect the development of global trade. This situation is much more serious after the global financial crisisChina is recognized as textiles and clothing exporting countries, textile and apparel exports make great contribution to China’s industrial development, expand employment, balance of international payments. China’s textile industry also has a strong international competitiveness and a high dependence on international markets. EU is China’s largest importer of textiles and apparel and textile raw materials supply countries, but the current number of technical barriers to trade in textiles and clothing of EU is most influential. In China, textile and clothing suffered the loss of technical barriers to trade from EU also increased year by year. Therefore, to understand the technical trade barriers of EU impact on textile and apparel industry in China, and take the appropriate measures, effectively across the EU textile and clothing industry, technical barriers to trade, governments and enterprises have become a pressing problem. So the study of technical barriers to China’s textiles and garments exports to EU is of great practical significance. This paper studies EU technical barriers to trade for the impact of Chinese textile exports and make the theoretical analysis and empirical analysis, and proposed countermeasures.This paper reviews the research literature in the past, on technical barriers to trade and foreign research methods and research findings were summarized. Then the author use existing data, analysis the characteristics of China textile and apparel exports to the EU, the content of the EU technical barriers to trade form and subject to Chinese textile industry, the reasons for the EU technical barriers to trade. The reason why China’s textile and apparel exports of the EU encountered technical barriers to trade, both companies own internal reasons, there are also external reasons for the EU and other developed countries. This technical barriers to trade of China textile and apparel exports to EU are analyzed theoretically. Theoretical analysis shows that in the short term, the EU technical barriers to trade may have inhibited China’s textile and apparel exports, but in the long term, the EU technical barriers on textile and garment exports is likely to produce a certain role in promoting China’exports..Then, the author introduce the time-series model, the export of textile and apparel exports to the EU technical barriers to trade data on China’s textile and garment exports, the overall impact of the empirical study. In the empirical study, the synergistic integration and Granger causality test, and error correction model by textile clothing effect factor of the short term dynamics. The empirical results show that the technical barriers to trade for the EU textile and apparel exports to China will have to some extent.Finally, based on theoretical analysis and empirical results of the analysis, this paper puts forward some policy recommendations on government level and enterprise level....

After taking over the role of a CEO at MF Global he showed full determination to transform MF Global into a successful investment bank like Goldman Sachs. Apparently, Goldman Sachs has never worked like other conventional Wall Street firms, which make money off advising companies on acquisitions, mergers, stock and bond offerings. Shockingly Corzine engaged the firm into proprietary trading – a high risk business that recent banking reforms have tried, perhaps unsuccessfully, to ban the big banks from doing.
